It’s “danced with the devil in the *pale* moonlight” (sorry it’s a great line and the inaccuracy was annoying me). The Joker says himself he doesn’t know what it means; he just liked the sound of it. But, we can make a guess. Dancing with the devil is an idiom referencing willfully engaging in immoral activities. And doing x in/under moonlight is often a poetic way of adding a sense of romanticism to an action. So, while the phrase together creates a great visual, it can also suggest that the Joker is asking someone if they’ve ever done anything terrible and found doing it wonderful/captivating/peaceful. And considering he says it to people he’s about to murder, he’s telling them that their death means nothing to him.
