What are your foundations under the floorboards? Clay? Slab? I would guess the owners knew there was a moisture issue and used the foil to prevent the mould / moisture growing on floorboards and coming into living space without dealing with the moisture issue.

It's brick footings with timber joists according to the B&P report. Yeah, that was what the plumber suspected as well - no actual functionality of the foil other than as a workaround to save costs Btw just realised that the photos did not come up in my original post, now fixed!

Yeah you are going to want a solution to the moisture coming up through the ground and evaporating in the subfloor. Ventilation bricks and fan is one option. How old is the house?

According to the plumber who had a look yesterday, moisture is most probably coming from the leak, which will get rectified by the end of the week. I'll speak to him about ventilation bricks and other options. House is about 9 years old.

Depending on where you live the moisture could be coming out of the soil and nowhere (by the looks) to vent to. What does it smell like down there?

It's poorly installed subfloor insulation, remove will affect the heating and cooling adversely.
