If we are talking in the current era, there are a few underrated characters.
Ino is busted considering her mind abilities
Lee if he has 8 gates can in theory do a better version of Night Guy.
Sakura best up a guy with MS so she is above most Shinobi.
Then you have the obvious like Kakashi with more chakra skill and a better raikiri.
Mind body destruction is budget kotmatsukami without any drawbacks and is multi target. If Ino and Sai upgraded it like shikamaru and temari upgraded shadow possession my god.
Could be orochimaru. We don't know what he's capable of after all this time and genetic modifications.
Based on what we have seen, im gonna have to go with sasuke being the strongest Shinobi if we don't include any otutsuki in the mix. I'm not certain naruto can keep up anymore without kurama.

i think we just need a SINGLE kage to have a modest yet impressive (defensive) feat against code or the shinju to show that kage level isnt totally irrelevant like some powerscalers act

Orochimaru easily. He shredded a Kara outer down to a microscopic level in a couple of seconds and still had no blood on his hands.

To be fair Daedara almost killed Sasuke. Daedara is kinda crazy if you think about his jutsu and everything.
Daedara is a beast that got a terrible match up against Sasuke. C4 is actually one of the most busted jutsus
