Do they still consider Icon as a Multiverse Superman? Like, the DakotaVerse is part of the Multiverse and they don’t have an alien from Krypton, but Icon ***is*** that universes Superman
Icon.
From the last Dakota verse Icon, his earth had its own Superman but Icon’s arch nemesis killed him before he could leave the pod as a baby and killed the Kents too.
If you haven’t read the Milestone books for Icon and Static Shock I highly recommend both.
Even the Hardware one is rad
That's not what OPs asking. Multiversity states that every DC universe in its multiverse has someone who fills the role of that universe's "Superman" . And by Superman, they don't necessarily mean a variant of Kal El / Clark Kent/ Superman. They mean a person who fulfills that world's role for Superman, IE leading everyone, being a font of hope and safety, the world's premiere hero, (or villain depending on the universe)
OP is asking if Icon fulfills that role for the Dakotaverse, seeing as how it seems that this universe's actual variant of Superman was killed before he could fulfill this role.

Not a Superman (more of a Thor expy) but I’ve always thought the Thunderer was cool and I wish he would be brought over to the main DC continuity.
