The blue bases are already installed by default. The only thing I can think of for the yellow ones is maybe your game is not updated too the most recent version.
It updated to the most recent version when i put the disc in, but there wasn't an option to download one of the packs I got lol. but thank you so much for the help!
If you haven't figured this out, I am going to explain:
On Ps4, Ps3, Xbox 1, and Wii U versions, the character info for all characters, including the yellow based ones, are in the most recent version of the game.
Second of all, I think your Disc might not be in the same region as your console/account.
What platform do you have the game on?

Wait so you go to options on the main menu and then select additional content find the packs and then wait for it to download. That's not working?
there's no download option when I click on additional content
What packs did you get? Because if they have a blue base they are already in the game.
I got 4 packs and 2 of them were blue and 2 yellow

it was the Powerpuff girls fun pack with buttercup and her robot
