That's the issue. I was thinking a pack station from a different town, but you'd need a hitching post. Which needs timber. Be quick before the ox runs off?
I don’t think bandits camp respawn when there is no neutral region. In my current play through all the region are claimed and no more bandits spawn after that.
Do you have a different region that can make you money?
Because I was Sending all the money to my own bank and I could pay that starter building that also gives an ox, resources and food. Not sure if you can build it in a region you already settled? You can try if it's possible?
I think that might be their only option. I recovered one of my burnt down regions like that too, however in my case everything was destroyed and everyone died, so there were no people left. I dont know if you can place a new camp if there are still people living in the area.

You get income with level 2 houses
How will you upgrade them with no oxen? You need to drag timber to it.

The only way I figured out how to do it was taking a bandit camp. Does the game allow you to send a second settlement to an area?
