Exploring objects with her mouth is normal, a good thing even! It's an important stage for kids to go through. If your gut is telling you something is off, in the US you can get her evaluated by early intervention for free. They can tell you for sure if she needs any extra help or if she's exactly where she should be.

Early intervention are services from 0-3 years old. It's usually a team of speech, physical and occupational therapists that take a look at babies/toddlers and make sure they're on track. If they think they need some help catching up, they'll recommend services. Usually that would look like someone coming into your house and playing with her and coaching you on how to help her grow. Every county runs things a little differently, but your pediatrician or local school district should know who you can call to get an evaluation started.
