She says: "eat?" When she brings you something. But that doesn't really answer what you're asking. Presumably she was a functioning adult before she mutated. I'm feeling like it's heavily implied that's what did it, because Jianyu has no problem at the beginning scene.
He also suffered a different mutation than her. It’s entirely possible that the different mutations affect the persons brain and ability to communicate differently
I think mutants USUALLY lose their minds, but Timmy and jianyu are rare exceptions. And since the game has voice chat I thought making kelvin deaf was a good design decision, so he doesn't respond to game chat but does respond to your letters. Then Virginia's mutation seems to have made her non-verbal
She says "eat" and "here". We don't know what she went through growing up but I'd imagine, with all the mayhem of this storyline, that she is traumatized. Her learning (or relearning) to say "eat" and "here" seem monumental to me.
Dead billionaires who spent most of their fortune on the island, the company finances/research, and employee family reimbursement for all those dead workers that's most definitely getting leaked by the press protagonist. Virgina ain't getting a dime from puff corp.
Yeah but I'm not sure how the legality will go from all the deaths her father kinda knowingly caused. This all depends on how much the protagonist spills about it. But seeing that he wrote a book about puffton already. I can see him writing another spilling everything. But that's just a theory so it holds no grounds. Let's just say she's rich and our future sugar mama. Shame they took her 3rd arm. That could a been useful.
Trauma can cause people to regress to a non-verbal state. Plus she had been on the island for months struggling to survive against cannibals and mutants so she likely didn't have anyone to speak to.
Her mutations might have caused developmental issues too
She doesn't talk because there were no voice lines in the game before 1.0 (except for "get down son", which was probably made for the trailer)
IMO the devs planned for all characters to be silent, then added voice lines just before 1.0 to try and make the game's story a bit more mainstream or something.
Adding a voice now for Virginia would be more work than all the other voices combined. She is with the player a lot, and has to respond contextually to events. So, she still talks simoleon.
Probably budget and development problems. Jackte doesn't speak in Virginia and Kelvin, I don't think they can handle such a job. Maybe their budget may be enough, but they couldn't write logical dialogues and the process of adding it to the game.

From what I read Jianyu wasn't on the island with the others when it happened. He was sent back there afterwards by his new employer

My best giuse is that her transformation must have f**ked with her voice
