Although the flames aren't in the frame at the very start, the smoke at the top right makes it looks to me like there was a large fire blazing away there before he started to video.
He doesn't seem to be filming the actual GMLRS strike. Ukraine wouldn't fire ONE GMLRS rocket at an entire barracks, and there is only one explosion in the video. What it looks and sounds like to me is that the GMLRS strike occurred, this Russian grabbed his phone and started recording the aftermath, and that explosion you hear/see (which is WAY too large for a single GMLRS rocket exploding) is actually ammunition that was stored at/near the barracks/Russian military location exploding after the primary strike.
