Pakistani here. Sub 30c is considered good here. 30-38ish is considered warm. 38-45 is considered hot, but still tolerable enough. 45+ is when you run the risk of getting a heatstroke or sunburn. And remember, mid June to mid September is monsoon season, meaning humidity levels are above 80%, which raises that "feels like" indicator.
Idk maybe it's genetics at play but anything below 30 is considered cool for the summer. Like people have picnics in parks when it's 26ish. Which is why I'm baffled when I hear heatwave warnings from Europe for mid 20c.
And it's not like we don't know cold. My village regularly experiences below freezing nights between November and February (though never below -7c).
Here in Uruguay we have ve sunburn risk all year round. Unfortunately the ozone layer is thinner as yo go further south. That's why I'm using sunblock in winter, when it's 12°C.
People in Chennai will begin to wear scarfs if temperature dips below 25 lol, atleast Places like Lahore or Delhi have 0 and even sub zero temperatures at times.

Norway: 22-26= comfy. 26-30 = a bit too much. 30+ = very rare. Current weather is about 22C in the south, mid summer.

Lahore is very urban. It’s a city with over 13 million people, 8 times the population of manhattan
And it is the single most polluted city on earth. Despite being only the 26th largest city
Lahore is one of the worst cities in the world when it comes to air pollution.
It is officially the worst. Yet most people don’t even know it exists
