What is crazy is that we get severe heat notifications here in Finland when the temps go past +25C or so.

Pakistani here. Sub 30c is considered good here. 30-38ish is considered warm. 38-45 is considered hot, but still tolerable enough. 45+ is when you run the risk of getting a heatstroke or sunburn. And remember, mid June to mid September is monsoon season, meaning humidity levels are above 80%, which raises that "feels like" indicator. Idk maybe it's genetics at play but anything below 30 is considered cool for the summer. Like people have picnics in parks when it's 26ish. Which is why I'm baffled when I hear heatwave warnings from Europe for mid 20c. And it's not like we don't know cold. My village regularly experiences below freezing nights between November and February (though never below -7c).

Norway: 22-26= comfy. 26-30 = a bit too much. 30+ = very rare. Current weather is about 22C in the south, mid summer.

Here in Uruguay we have ve sunburn risk all year round. Unfortunately the ozone layer is thinner as yo go further south. That's why I'm using sunblock in winter, when it's 12°C.
