You can make quite good looking terrain with very affordable materials already, like cardboard, xps foam or styrofoam, cork board, foamcore board, mdf or chipboard. [40k Addict](https://www.40kaddict.uk/2011/02/terrain-is-everything-standard-template.html?m=1) has some nice 40k-like terrain templates. My suggestion would be, get some corrugated cardboard, some cereal cardboard (sandwiching the former between the latter makes sturdy walls and a cheap substitute for foamcore), maybe some mdf, some white glue and sand, and start with some simple ruined corners. Get a feel for the materials you like. Then work your way towards your dream table with pieces getting more and more complex. And check out r/TerrainBuilding for inspiration.
