Why? It’s a really bad removal spell already. Opponents get to decide which creatures will vanish, and it’s delayed until their upkeep (and can be circumvented with proliferate effects).
If anything, I would drop the mana cost to B and make it symmetrical (a la [[Innocent Blood]]). For added interaction, allow people to add counters to creatures that already have vanishing. That way, it would actually have positive play value in a deck that uses vanishing creatures

Sheoldred's Edict is instant speed, affects the opponent right away, and doesn't also hit any of your creatures. This card seems very weak in comparison. Mechanically, it can give anything vanishing, but the effect of vanishing only triggers removal when a counter is removed, and by that reading if something has no counter, it cannot be removed, and therefore the removal won't trigger.
Father Time's theme is legacy, ancestry, and descendants, but also the crushing force of time taking its toll. Most things in the universe are impacted by the flow and passage of time, and so by granting a time counter, it either saves something from entropy early, or else makes it subject to entropy. Therefore if used in conjunction with Mother Earth's black effect, it becomes a liability.
Mother Earth is about the present, and Father Time is about any other time. The card rewards you for playing it at sorcery speed, but also has utility at instant speed.
I think this is too cheap for the effect, especially as the opponent sacs first (getting around indestructible) meaning that you also have blockers up/time for your own purposeful sacs with that delay.

This is already much worse than a normal sacrifice effect like [[Chainer’s Edict]]. It affects both players for the same mana cost, and gives your opponent more time to sacrifice the creature for value. It should definitely cost 1 mana since it’s still worse than innocent blood. Also every sacrifice effect gets around indestructible so that’s not really relevant
