In defending: the arm must move towards the ball or expend the body area in an unusual way In attacking: every handcontact is handball I think that's the way it is
I suppose that would feel like a harsh call to them, but it’s another silly example of a referee (or VAR) “interpreting” a black-and-white rule.
So I've actually looked it up just now to double-check, and as it turns out that's not the case anymore, it was changed at some point. In this situation, since Hincapié didn't score the goal, it's not a handball because his contact is considered unintentional. Even though he literally assisted the goal with his arm, this was technically correct.
