It’s the Cheering Working in Field Standing and Watching World Championships. This year they held it in this tiny Chinese village.
Next year it’s going to be held in Salt Lake City, Utah.
Probably a ceremony marking the planting of this year's rice crop...this is a common celebration throughout Asia, although the dates may vary slightly, depending on region, and choice of calendar (standard of lunar)

Cos it is to drive the bad stuff away i believe. Maybe it came from a early human tradition of driving away predators from livestock and fields with loud noises.
