Perhaps they once were. However, they've also had to make great efforts to rebuild their ranks after the inquisition had persecuted most of the Celestial Lions. The Lions would not turn a brother away because of his complexion or skin. But really, the lighter skin contrasts better with the cybernetics. And I wanted him to look like Arnold Schwarzenegger from Terminator 2.

I have to agree. My headcanon is that since Elysium IX was destroyed by chaos the Emperor's Spears have permitted them to recruit from their homeworld of Nemetos, not to mention that there are various other Imperium worlds in Elara's Veil to recruit from, even if half of them get conquered over the next 100 years. Even the Black Templar detachment that was assigned to help them might adopt their armour colours as an act of solidarity since they have no way of getting back to their own chapter anyway, even if they wanted to I'm going to be building a Celestial Lions force soon hopefully and I'll probably have a variation, but most of the more veteran models will mostly have the traditional darker complexions 🙂
