Most vets will not let owners hold their dogs for things like this, and this is specifically why.
Owners underestimate their dogs, and are often far too gentle with them to actually secure them and stop them from lashing out. Securing animals takes training and practice.

It’s a career ender too if it damages anything in your hands. When I was an apprentice dog groomer that fact was drilled into my head and told to never let owners help. It was too dangerous. I am completely baffled as to why they didn’t use a muzzle or a cone to keep everyone safe with this dog as it was obviously in distress.
I’ve been bitten twice by dogs. One of them left me with permanent nerve damage in my thumb, and that was after having reconstructive surgery for it. Thankfully the damage isn’t severe, and is just permanent numbness on the inside of my thumb. A few millimeters over and it could have been much worse. Hands/wrists are like…super delicate.
That sounds awful, I’m sorry you experienced that. I’ve been bitten a handful of times, one almost led to stitches on my finger from a Dachshund a lady said was “friendly”. I learned fairly quickly cones tend to work better on dogs than muzzles as sometimes they can slip those off or are hard to get on a stressed out dog.
Its movements look more like a puppet than an actual dog. The rearing back of the head to bite is more than a dog would do, small dogs tend to just flail around.

I had a rescue Bichon mix for 16 years. The only way to groom him was to have the vet sedate him and clip him. Crazy expensive and did not even get a bath. The would put him in a crate and when he “came around” my husband would pick him up. He definitely had a bad reputation. But, we honored our commitment!
You can not generalize about that the owner should never hold the pet. It all depends. I've had cats that would be calm as long as I've held them and let the vet do whatever they need, but would freak out and panic and try their best to bite and scratch as soon as someone would try to grab them in a high stress inviroment like a vet's office.
