Egyptian deities are often depicted with or without a variety of instruments or tools. Ankhs, staffs, scepters, etc. Thoth is sometimes depicted with a scribe stylus and papyrus, and sometimes he's holding an ankh. It depends on the circumstances of the depiction. This could still be khonshu, although there are many Egyptian God's. I still think this looks more like khonshu than Djehuti (Thoth).

That looks like Set because it’s not a beak and Thoth does not have hair like this. Only Set has longer hair with an animal face.
