Can someone explain to me what “bad line work” is. I keep seeing people say that but I don’t understand what’s wrong when I see it. They don’t look shaky or of varying thickness to me.

If you look at the crest on top, even on its own, it's all over the place. Different heights, sizes, shapes, when they're supposed to be more or less symmetrical. Go back to the stencil, and the lines are fine, casual but symmetrical enough, go back to the tattoo, yeah. The lines are bad. The design is beautiful, stencil is cool, execution is a solid meh, eh, not good. Don't think it's a shitty tattoo, but it's definitely not the best either.
